Project Update October 31, 2008

  • F-Building (2D art): The roof in now installed and the window and door frames are installed while the glass is being installed in the frames. The eves and overhangs have been primed and painted. The ceiling and walls have been insulated. The drywall is now being installed. The air handler unit is set in place. The sidewalks on the north side facing the B Building are now poured. The entire building is weather proofed with Tyvek to keep the rain out..
  • I-Building: The roof rafters, blocking and sheeting are nearly complete. McClone is in the process of installing the fascia on the overhangs. The welders are erecting the steel structure canopy while the plumber and electricians are doing the rough in of their piping.
  • Public Safety Training Center (PSTC) Site: The last pour of 629 yards of concrete is now complete with the total site taking 2,409 cubic yards of concrete. Turner Construction has ordered the tank pumps and they are approximately four to six weeks out. Once the pumps are installed a final concrete slab will be poured over the top of the tanks. The site lighting poles arrived on site and Rex Moore is in the process of wiring them.
  • E Bldg: The roof framing is now finished. The roofing contractor has installed the gutters and put the roofing felt over the plywood to protect it and to keep the rain out. The welders are in the process of welding the steel beams out in the future kiln area. The plumbers have set the air handler and are working on running there vent pipes thru the roof. Workers are installing the flashing around the window openings.
  • Y Bldg (Boiler/Chiller yard expansion): The carpenters now have the rafters installed and the plywood sheeting is on. The plumbers have set their pumps in place. The electricians have saw cut the old floor are in the process of installing conduits to the main power panel. There is a scheduled power outage for 11-9-08 and 11-10-08 to do the transfer.
  • Campus Wide: Turner Construction will continue to maintain the SWPPP through out the duration of the project.

Measure G (Western Nevada County Campus Area)

Voters of the School Facilities Improvement District Number 2 (Western Nevada County Campus Area) of the Sierra Joint Community College District authorized the issuance of $44,400,000 in bonds at the November 2, 2004 General Election with a 59.7% affirmative vote. The bond funds are to be used ‘to prepare Western Nevada County area students for jobs/four-year colleges, provide for lifelong learning, and accommodate increasing enrollment by acquiring, constructing, equipping, repairing buildings, sites, classrooms, labs, and libraries. The District sold the first issue, Series A bonds for a total of $18,000,000 on April 21, 2005, with an interest rate of 4.83%. Two additional series are expected to be issued in 2008 and 2010, respectively.

Proposed site plan - click to enlargeThe Board of Trustees evaluated the District’s urgent and critical facility needs in the Nevada County area, including safety issues, enrollment growth and computer technology, in developing the scope of projects to be funded in the Nevada County area, as outlined in the Sierra College Facilities Master Plan 2015, approved by the Board of Trustees on October 14, 2003. In developing the scope of projects the faculty, staff and students have prioritized the key health and safety needs so the most critical needs are addressed. The Board conducted independent facilities evaluations and received public input and review in developing the scope of college facility projects to be funded. Citizens' Oversight Committee

The Projects to be financed by the Improvement District include the following:

  • Repair, Upgrade, Expand, Equip Classrooms, Science and Computer labs, Campus Center, Instructional Facilities:
    • Upgrade and increase classroom capacity for general education, including math, english, science, computer study, public safety, nursing, fine and performing arts, physical and health education
  • Technology Upgrades:
    • Expand computer technology and telecommunications systems, reconfigure, upgrade and increase size of computer labs.
    • Expand Firefighting and Police Training Grounds to improve Fire/Life Safety Training.
  • Site, Accessibility:
    • Upgrade physical plant and maintenance yard to support growing campus; improve pedestrian access routes.
  • Repair, Renovate, Equip and/or Expand Student Services Building:
    • Expand and upgrade student services center to include academic advisement center, study areas, counseling rooms, job and college transfer counseling, computer hook-ups, and other student support.

Listed projects will be completed as needed. Each project is assumed to include its share of furniture, equipment, architectural, engineering, and similar planning costs, construction management, and a customary contingency for unforeseen design and construction costs. The allocation of bond proceeds will be affected by the District’s receipt of State bond funds and the final costs of each project. The budget for each project is an estimate and may be affected by factors beyond the District’s control. The fnal cost of each project will be determined as plans are finalized, construction bids are awarded, and projects are completed.
