Placer County’s major employers and education providers came together Tuesday, June 18 on the Sierra College Rocklin Campus to advance breakthrough strategies that will prepare youth and working-age adults now for good-paying jobs. Learn about the Calls to Action that were inspired by the interactive exchange.

Call to Action

By 2028:

  1. Placer learners of all ages are connected to promising careers and can work or intern in their field of interest while in school.
  2. More than 50 area employers are actively engaged with local schools and business-serving organizations to anticipate and fill future workforce needs.
  3. All public and private education providers and community-based organizations in Placer County support career exploration and have created clear educational pathways for all students to access high-demand jobs.
  4. Educators, employers and civic organizations have helped more than 2,000 working-age adults increase their skills to advance in their current job or transition to a new career.
  5. Business, education, government, tribes, and community groups function as one team, leveraging information, learnings, and approaches for preparing students for good-paying jobs, making Placer County the leading place in California for lifelong learning and career-long success.

Keynote Announced: Todd Trotter, Senior Vice President, Human Resources, Kaiser Permanente

Todd Trotter joined Kaiser Permanente in 2002. During his tenure at KP, he has held multiple leadership roles within Operations and Human Resources before taking on his most recent assignment as Senior Vice President, Northern California Human Resources.  In this role, Todd is accountable for the delivery of core HR services both locally and regionally in HR Consulting, Employee Relations/Investigations, Leadership & Organizational Effectiveness, Learning & Development, HR Strategy & Portfolio Management, Workforce Planning & Analytics and People & Engagement Strategy.  Todd also has shared accountability for three Shared Services organizations, Labor Relations, Compensation and Talent Acquisition.

Prior to serving as Senior Vice President for Northern California Human Resources, Todd held numerous positions within KP such as HR Consultant, HR Business Partner, Director Labor Relations, Executive Director HR Compliance and Vice President, Employee Relations, Compliance and Policy.  Todd was also the HR executive who led the efforts to bring Group Health into KP which is now known as KP Washington. 

Todd is also leading Kaiser Permanente’s efforts to create more employment opportunities for veterans as well as ensuring our medical facilities are supporting the needs of members and patients who are veterans. Todd served eight years in the United States Army. During this time, he participated in Operation Desert Storm and received multiple accolades including Soldier of the Year.  He was also appointed by Governors Brown and Newsom to the California Veterans Board where he served as Board Chair.

Prior to joining Kaiser Permanente, Todd practiced as a Labor and Employment Attorney, and held multiple positions working for the United States Postal Service.  

Todd received his bachelor’s degree from the California State University of Sacramento and his Juris Doctor (Concentration in Labor and Employment Law) from the University of the Pacific, McGeorge School of Law in Sacramento, California. 

In his spare time Todd enjoys listening to music, attending concerts with his wife, hanging out with his dog and traveling.
